2014 Proposed Changes – Deer Hunting – Summary

#1 – Deer Damage Permit (Crop Damage)
07 Feb 14 – At Delegation meeting in Annapolis, Colby Ferguson, MD Farm Bureau, & Commissioner Shreve agreed that DNR will propose allowing Non-Exempt Hunters same privileges as Exempt. Policy change by DNR. No Delegation Bill Required.
#2 – 50 Acres or More, Expand Rifle Hunting
07 Feb 14 & 31 Jan 14 – At Delegation meeting in Annapolis, Colby Ferguson, MD Farm Bureau, & Commissioner Shreve agreed the DNR proposed Map to the Shotgun only Zone in Frederick County is the best option available at this time.
** DNR will modify the existing Shotgun Only Zone. DNR has drafted a Density based map that increases the area Rifles may be used in Frederick County. DNR policy change is best option & agreed upon by DNR, Farm Bureau, & Commissioner Shreve **
Policy change by DNR. No Delegation Bill Required.
#3 – Extended Hunting Season & Sunday Hunting
31 Jan 14 – After talking with DNR after Delegation meeting in Annapolis, Colby Ferguson, MD Farm Bureau, & Commissioner Shreve agreed the 2013 Carroll County Bill to increase only Sunday Hunting, House Bill 543, is the best option available at this time for Frederick County.
07 Feb14 – Existing Western Maryland Sunday Hunting Bill will be amended to add Frederick County. Delegation modification to existing Bill Required for Sunday Hunting.
#4 – Access to Hunt Public Land
Note: County Policy changes only. No Delegation or DNR action Required.
– Initiate Pilot program to allow hunting on County owned land. Parks, Landfill, etc.,
(Note: This County Policy is already drafted and was scheduled for a public Hearing prior to last Years’ Withdraw of the “Rifle Hunting Bill”)
– This will only occur if #1-3 becomes law or DNR policy changes.
– Access to County owned land will only be part of a County Wide deer control & harvest effort or will not happen.
(Note: Granting access to County Land only forces the Deer back onto Farms. If the Farmers cannot use Rifles to increase damage control, Crop Damage will increase. The deer run to the middle of the field where they are out of Range of shotguns or muzzleloaders owned by the common man.)
